1.Health service, one of the important indicators for human development and fundamental rights of the people, will be made available to all strata of the citizens. As per the Article 18(1) of the Constitution, the level of public health and nutrition will be improved, and, as per the Article 15(A) of the charter, the basic health supplies will be made available.  

2.Health services will be ensured for all irrespective of regions, caste religion, color, women and men.  

3.UH and FWC will be established as the ‘first referral centre’. Primary healthcare and availability of medical services at acceptable standard will be ensured at the village, union, and Upazila levels. Supply and maintenance of standard and usable necessary machinery, medicines and other materials will also be ensured there.  

4.All out efforts will be taken to reduce preventable Maternal Mortality Rate (MMR) and Infant Mortality Rate (IMR). For this, satisfactory measures will be taken at Union level for the improvement of mother and child health, and safe and hygienic facilities will be created as soon as possible in every village.   

5.All programs and activities involving national reproductive health development will be brought under the same structure and integrated management.  

6.Concerted efforts will be taken to identify arsenic-affected areas properly in order to prevent diseases originated from arsenic contamination, to develop awareness among the people and to explore alternative sources of pure water.  

7.All out measures will be taken to supply pure water among the rural and urban people, to develop hygienic sanitation and drainage system and to prevent from environmental pollution.   

8.Laws relating to food will be amended keeping the provisions for the punishment for supply and sale of inferior-quality and unhealthy food. An integrated food and drug administration authority will be formed so that necessary steps can be taken to protect the public health from inferior-quality and adulterated food and medicine.  

9.A safe, environment-friendly and cost-effective management of hospital wastes will be ensured. An integrated effort with the Ministry of Environment will be taken to prevent from sound pollution at the places adjacent to the hospitals.  

10.Necessary measures will be taken to supply food and nutrition for the children and women by identifying the poor and helpless families locally.


11.Necessary facilities and infrastructure of the public hospitals will be built. In this regard, measurers will be taken to keep the standard of the hospitals’ management, environment and services at a satisfactory level. The people will be informed, encouraged and made aware of so that that they can make full utilization of the facilities available in hospitals  

12.Appropriate laws will be enacted, and rules will be introduced regarding control, operation and standard of services in Medical Colleges, Specialized Hospitals and government and private hospitals and clinics.   

13.An integrated initiative will be taken to protect health from adverse impact of the climate change.  

14.Supply of health care services, medicines and other equipment, etc will be ensured as an emergency assistance to people in disaster-affected areas. A safety-net related to health will be built at the disaster-prone areas of the country.  

15.People will be made aware of preventable diseases. Disease control programs will be coordinated through surveillance giving importance to disease prevention.    

16.The subject of health education and disease prevention will be incorporated to education curriculum and effective measures will be taken for the participation in immunization programs to control preventable infectious diseases.   

17.Industry owners and entrepreneurs will be assisted in ensuring treatment for their workers.  

18.Special services will be organized for the old, and the physically and mentally handicapped.   

19.Efforts will be made to arrange satisfactory treatment facilities for all kinds of diseases at international standard within the country.   

20.Subsidy will be given for incurable and complicated diseases and for poor patients. Social welfare fund created in public hospitals will be enhanced for this.  

21.Assistance will be extended for research and identification to prevent from prevalence of area based malaria, kala-azar, filaria, tuberculosis and MDR-TB. Treatment for these diseases will be made more available to the people.  

22.WHO-declared Neglected Tropical Disease (NTD) of which prevalence is more in our country such as dengue, leprosy, filaria, symptoms of soil-borne-worming, etc will be brought under preventive program.   

23.Self-sufficiency in medicine production and availability of effective, safe and standard medicine within purchasing capacity will be ensured. Supportive policies will be taken for technology transfer and development with a view to manufacturing high-tech medicines locally  

24.Assistance will be given to produce effective medicines locally (such as Inj Amphotericin B) for Kala-azar, MDR-TB etc.  

25.Strict restriction will be imposed on the production, storage, distribution and use of unauthorized, adulterated and counterfeit medicines.  

26.Due importance will be given to increase budget and to develop infrastructure of curative healthcare.  

27.Appropriate programs for primary prevention, treatment and rehabilitation will be undertaken through an integrated way at all levels in order to reduce deaths and illness resulting from non-transmittable diseases. Massive mass awareness will be created, treatment services will be provided and people will be encouraged not to take unhealthy food and to change life style on the basis of public-private -partnership.  

28.Current program taken to prevent and control the transmittable diseases, such as inflammation of respiratory tracts, diarrhea, dengue, tuberculosis, etc will be strengthened and expanded further.  

29.Maximum and best usage of information technology will be ensured in total management of heath sector including Medicare. Effective connection will be established with the global and regional information network to strengthen the effort for improving research and development for service providing management of the heath sector.  

30.Stringent and integrated measures will be taken to create awareness and to eradicate smoking and drug-addiction.   

31.Mass-awareness will be created with the help of all religious leaders and media for controlling HIV/AIDS and STI (sexually transmitted infections). People will be imbued with religious values and led to live a disciplined life through massive campaign.  

32.Medical services will be made corruption-free in order to take this sector down to the doorstep of the common people at the root level.   

33.The government facilities will be enhanced for treatment of those women, who will become victims of any accident, injury, burning and violence. Private organizations will be encouraged in this regard.

34.In national budget, sufficient allocation will be given to health sector.

35.Proper measures will be taken to face different newly-emerged diseases, such as SARS, Avian Flue and Anthrax, etc along with diseases likely to emerge in the future.


36.The traditional treatment system will be improved and made scientific. 


37.Importance will be given to uphold ‘Medical Ethics’ in all cases of the medical services and awareness will be created in this regard.


38.If necessary, treatment, education and training activities will be made more pro-people and up to date. Importance will be given to create awareness among the manpower in the medical sector so that during the period of education they care for service standard, remain sensitive to patients and demonstrate sympathetic attitude and maintain morality.
